The Swansea-based official register keeper has now given a bizarre explanation for its cash-grabbing scheme, saying a local number would let residents in South Wales ring at lower costs than the rest of the country. But it claims it chose not to use an 0845 lo-call number, which costs only 4p a minute to everybody, because this would be too expensive to run.

The AA Motoring Foundation is now demanding that the Government finds better ways to fund the DVLA. "The powers-that-be want the official register to be kept up to date, so they shouldn"t put obstacles in the way," said Paul Watters, head of roads and transport policy. "The DVLA should be given a little more money to play with so that motorists are not charged for complying with their legal duties."

Now, the Government"s own telecommunications regulator, Ofcom, is threatening to pull the plug on the agency"s nice little earner with a proposal to slash the charges for all 0870 calls. If this happens, bosses at the DVLA admit they will have to look for other ways to boost income.

A spokesman for the agency explained: "If we were no longer allowed to benefit from the revenue-sharing arrangements of these peak-rate numbers, the proportion of the costs currently covered by those people telephoning the 0870 lines would need to be passed on to the general fee paying public."
