Additional lanes for buses and cars with at least one passenger are likely to be approved now the Government is changing the way it measures congestion. Ministers used to count vehicles for traffic surveys, but now it will tally the number of people inside them. The results will support the case for "high occupancy vehicle" space and more bus priority measures.
